It might be caused by dhcpagent's default behavior of reusing an old 
lease; if the datalink doesn't pass packets dhcpagent will fall back to 
the old, unexpired lease from the last time the laptop was connected.

Thus it might make sense to comment out these two lines from 
/etc/default/dhcpagent:
RELEASE_ON_SIGTERM=yes
.v6.RELEASE_ON_SIGTERM=yes
