I think it is, because the daemon doesn't automatically connect to
BSSID's it hasn't connected to before even it has connected to another
BSSID within the same ESSID.  I don't know the reasoning behind this,
since it's just a huge pain when roaming around a campus with zillions
of access points providing service for a single ESSID.
