I've done some more thinking (and tinkering) with this.  I now think
that /dev/net/ is pretty well doable.

I have some TRILL IS-IS changes that I need to finish up, but once I'm
done with those, I'll do some experiments without the /dev/bridge/
directory.  If it works ok, then that's just what I'll do.
