That CR was a development CR -- it describes a bug that was found and
fixed prior to integration into Solaris (some time during S8
development but before IPv6 integrated). The fix claims that it sets
ai_protocol properly.
If that's not happening, then either (a) the fix for that problem
didn't really fix the root cause or (b) someone broke it again. Given
that it's been 10 years, (b) seems fairly likely.
Either way, file a bug.
