It certainly does look unnecessary, but I think the right approach for most "what the ... ?" code is to look through the revision history, find out who introduced it, and then ask that person for any details on what was fixed. (Assuming the delta comments don't include a reference to a usable CR or other such thing.)
Have you tried that? The openly visible Mercurial history shows that this was added long ago.
