You're "on the network" in that you're physically connected. That's enough to get traces using snoop or wireshark. You don't need to be able to acquire an IP address in order to trace the network. In fact, it's not uncommon on Solaris to leave an interface completely unplumbed -- disconnected from IP -- and use that interface for network tracing.
