You're comparing a one-time scan ("iwlist scan") with continuous
scanning that actually makes wpa_supplicant (and by extension
NetworkManager) useful to its users.
Out of curiosity, what driver is this, anyway?
You can also use wpa_cli to while it's trying to associate to see any
wpa_supplicant messages that are not properly erroring out NetworkManager.
