Not sure what the Linux filesystem standard has to say about it, but it seems that /var/something (like /var/lib) is a more appropriate place. /etc is more for user configuration, and may be mounted r/o (I actually did that once on a specialized installation). Well, the "standard" does in fact say something: http://en.wikipedia.org/wiki/Filesystem_Hierarchy_Standard var/lib/ State information.
