That should already be set up for you if you are getting your NM through your distro. Otherwise, you can use /etc/NetworkManager/nm-system-settings.conf to specify the ifupdown plugin. ifupdown has only limited support for configuration though, and the 'keyfile' plugin provides support for all connection types NM supports. NM natively supports static IP addresses; so you can either configure them via /etc/network/interfaces as you normally would, or you can use nm-connection-editor along with the 'keyfile' plugin to set up a system-wide configuration for your machines without touching /e/n/i.
