Run this command: dbus-send --system --print-reply --dest=org.freedesktop.ModemManager /org/freedesktop/ModemManager/Modems/0 org.freedesktop.DBus.Properties.GetAll string:"org.freedesktop.ModemManager.Modem" what does the "UnlockRequired" property say?
