Aleksander has more experience with the Cinterion devices than I do, but
if the device is a USB device then we could potentially use the USB IDs
to specially set up the serial port properties and send Q3.  Any idea if
the RTS/CTS and Q3 stuff is specific to this modem, or general to other
Cinterion devices?
