It is a mod_cgid + suexec problem after all. I forgot to update my
config file to load mod_cgi when I switched back. bugs.apache.org:8092
queries are working fine now with mod_cgi properly loaded.
I'll see if I can debug mod_cgid once I have a mod_cgi build from the
new alpha ready for Brian.
