As I recalle, the 'current-testers' list is supposed to be notified
whenever we roll a tarball, regardless of its candidacy. The
subscribers want the bleeding edge. The 'stable-testers', on
the other hand, want the clotted edge -- tarballs we consider
stable enough to run real sites.
Or so ISTR.
