I have to grab groceries and my kids (in two different directions.)  This patch
might not be ready till tommorow morning.  I'm then wrapping up this question of
falling back to lang if lang-var isn't found, then falling back on LanguagePriority
if the admin sets ForceLanguagePriority on.
