They should.  We should fall back on foo if foo-var isn't found.  If that's
not happening, we have a bug.

Hmmm... Before you go coding anything, I think you should
carefully read
http://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.4

I am not a language lawyer, but the way I interpret that
is if the browser wants "en", it must ask for "en".

and the author (Alan Flavell) is generally trustworthy
on such topics.
