Ok, what I ment to say is that they are almost equal and I guess most
language variants with the same prefix are almost equal.

BTW, RFC 2296 (RVSA/1.0) mentions an example with 'en-GB'
and that it is acceptable to return this variant if the
client requested 'en'.
