[newbie] A simple, perhaps silly question

Is running any of the config programs without X loaded 
different from running them from an Xterm window?

If there are differences in some (I would suspect 
Xconfigurator, etc.), can someone list them?

If the answer is RTFM, that's fine, but please point me 
to the appropriate HOWTO, etc.
