Fire up netcfg, choose Interfaces, then click on the ppp device and
choose Edit.
About halfway down, there is a checkbox for whether normal users can
also activate the interface. If it's not checked already, check it,
then Save your way out and try dialing up as a normal user. Should fix
it.
