If I'm not mistaken, the directories for the Power Pack and download editions are 
different.  Giving just the first three CDs may not have all of the files the download 
has.  Also, the software manager is going to assume all of the power pack CDs are 
there.

If the problem is downloading the ISO images, you can order them from Mandrake.  I 
prefer this approach over "buying" them from various web sites that sell them for 
$5.00 because buying them from Mandrake actually provides revenue for the company.
