I managed to solve the same kppp problem by reading carefully

It turned out I had a permission problem, but yours may have a different
cause.  The text in that page is very long but clear and helpful and should iron
out 99% of kppp config problems.  You can also download the new ppp at 

ftp://cs.anu.edu.au/pub/software/ppp/

That may help too.
