Instead of reinstalling, you should try using 'linux S' at the LILO:
prompt.  This will bring you up in single-user mode where you should be
able to fix the problem.  Reinstalling the initscripts package (possibly
using the --force option) should fix the problem.  

Before you reinstall the package, though, you might want to check to see
if /etc/rc.d/rc exists and if it does, what it's permissions are.
