Installing RPMs  *will* update fluxbox menus. 

The menu file menudrake updates is ~/.fluxbox/menu and your ~/.fluxbox/init 
file should point to this file.

I am using fluxbox-0.1.12-2mdk from Contrib

I was under the impression that IceWm manager menus are updated too.
