Two things
1/ It looks like you may have a bad update source if you are unable to get the 
updated CUPS packages. Do you have similar problems when using Mandrake 
Update? If you open Mandrake Control Centre>SoftwareSources  you can easily 
change your update source. Just select the update source and click 'Edit'

If you are on dialup, the printer updates will take some time since they are 
quite large.

2/ I do not have one, but many people have reported that the Canon drivers are 
not very good. Canon have a poor reputation regarding their co-operation with 
Open Source projects. People have reported better success with Turboprint 
http://www.turboprint.de/english.html
Turboprint is not free software, but is no cost for personal use.
