When you download a .bin package you have to make it executable before you can 
run it. Right click in konqueror>Properties.

Having to manually make a downloaded file executable is a protection against 
attack by worms or viruses.

BTW:  Any file name in linux may be executable. They do not have to end in 
'.bin'
Also where possible try to use RPMs instead of binary installers. The reason 
being that your RPM database will be accurate as to which applications are 
already installed. It is also harder to uninstall a application installed as 
a binary executable. Popular applications like Sun Java and Netscape 7 are 
available as RPMs if you look in the right places.
