Apache does a good job itself of keeping it's files and directories
safe, if you don't plan on making any changes (and you shouldn't, or
even need to), so removing msec is an option. Personally, though, I
would try to go the route of editing/creating the perm.local file, for
two reasons; learning how to deal with msec, *and* keeping your machine
as secure as possible until you truly understand how to deal with things
like permissions (chroot, etc.).

You can create one. MSEC will then look at that and override it's usual
"activities" with what it sees there.
