No. The file just needs to be called "config". It should have been
created the first time you ran pekwm, if not, copy all the config files
from the source dir where you originally tried to compile pekwm. You
should have in there a dir called "data", copy everything in there to
~/.pekwm.
Then unpack the bluecurve-k theme to ~/.pekwm/themes so that you have:
~/.pekwm/themes/bluecurve-k
where the bluecurve-k dir contains the theme files and pixmaps.
You should also find in the data dir some scripts you can use in your
menu to change themes and such.
Here is a sample from my menu file:
