For translations etc. you should contact the i118n lists or go the specific page first: http://www.mandrakelinux.com/l10n/ Anyway there are some pretty nice tools for translations but don't start translating on your own....you'll get stuck. See that it becomes part of a co-ordinated effort. BTW if your provider lets you: maybe "rsync" is a far better option once you've got the iso's. Saves bandwidth and is faster too.
