Have you checked your firewall settings? That tripped me up a couple of times 
before I got in the habit of checking it. Enabling sshd (or the xinetd 
version of sshd) starts the daemon listening on the port. But if the firewall 
is blocking the port, nothing will get through to the daemon. And the daemon 
will not know that it's being blocked.
