Did you enable the check box at the top left that says something to the
effect of "Use System Sounds?" You may have to logout of KDE before this
takes effect.
To enable the sound icon in the panel, first open up the mixer (found under
multimedia menu). There is an option under one of the menu options that
lets you add it to the tray when it is minimized.
