[newbie] FTP

[City of Warren IS Department]

How do i configure FTP access. I want to be able to send web pages to
/home/httpd/html. When i run the ftp command it connects ok,  then i
never get a logon prompt. eventually it times out. It comes back with
connection closed by remote host.

any help would be appreciated--
