Have you tried www.Flashcom.com ? Their site says they have coverage in
Lowell. Can't say exactly what they offer in your area, but in the NYC
area, they do offer various hosting services with static IP addresses. I'm
not hosting a website, but as a home user, I have had no problem at all
with their services. In almost a year, I haven't had any downtime (oops -
probably just jinxed it !)
