Actually the RC-1 came out on April 8, so there was a over a
week between it and the final.
The purpose of the RC-1 was that it contained all the pkgs.
which were to be included in the final and running it on
varied systems would allow for any showstopper bug to be
discovered and corrected. The only 1 found to my knowledge
delt with the 2.4.3-20 kernel and it was fixed.
Is the final Bug free?
No.
It is a fact of computer life that All software contains
bugs.

I use the Logitech USB Optical MouseMan Wheel on all my system
and have had no problem configuring it in any of the betas, the RC
or the final.
Your friend may have a problem with his system configuration that
is the causing his mouse problems rather than the software.

As to the proximity of the release of RH 7.1.
Mandrake was not rushing 8.0 rather RH took added
time with 7.1 after the disaster they faced releasing
7.0 before it was ready.
