This is a complete guess, but try swappin to passive ftp... its possible that your authentication is working fine on port21 but when it tries to switch to a high port, it is being blocked by a firewall (you do have one don't you?)
easier to swap to passive... like I said, thats just a guess, I don't and rairly have ever used ftp.
