David: Sorry that the winmodems site didn't work for you. Not sure why. I just went there and tried some that are related to Lucent (too lazy to try all of them), and they all worked for me.
I'm dubious that this is a permissions problem. The modem busy/unavailable messages are what usually happens with unconfigured winmodems. Another suggestion would be to look at the Table (there's a link on the main page) where you can verify that your model number is one of those modems for which there is a cure. (Hint: Use your browser's find command to find the Lucent entries. Otherwise you'll have to scroll through a very long page.)
