Do you have an MS Intellimouse, or the like, with the buttons on the side? If
so, it may be seeing the wheel as the side buttons.

Check out your X conf for this line:

    Option "ZAxisMapping" "6 7"

...should be "4 5" (the above is from mine, and results in the same behaviour in
XFCE).

Also, check out 'xmodmap'. This is from my  ~/.xinitrc:

xmodmap -e "pointer = 1 2 3 6 7 4 5"

Playing around with either/both should give you the results you desire, unless
something has changed drastically with X since 9.2.
