I've been through a similar problem. Sometimes when reconnecting the printer it re-enables, other times not. Not sure why. But to fix it, as root run printerdrake. Select the printer in question if it's not already selected, then hit the "Edit" button. This should pop up a "Modify printer configuration" window. There should be an option there to "Enable Printer". Select it and hit the "Do It!" button. That should do it. Then hit the "Close" button, then exit printerdrake. Try lpq again to see if it says the printer is ready. In rare cases, I think it can get confused about the enabled/disabled state. If it says "Disable Printer" instead of "Enable Printer", do that.
