That depends on whether Windows is already installed.

If it isn't, just install Windows and select the partition size to be what you 
want from inside the Windows installer. It will format the partition and 
install the OS, leaving unpartitioned space at the end of the drive.

After that, use the Linux partitioning tool during the Linux install to 
partition and format the Linux partitions in the unpartitioned space. You can 
safely install the Linux bootloader in the MBR, and it will have options for 
Linux and Windows booting.

If Windows is already installed, use either your favorite Windows based 
partitioning utility (I prefer Paragon because it, like Linux, isn't tied to 
cylinder boundaries like Partition Magic is), or the partitioning tool 
supplied with your distro (also a good choice), and install Linux as per 
above.
