Having no other idea as what to do -- I tried to copy it to usr/bin and both
Jpilot and Kpilot worked. However, either coincidentally or actually --
Kontact, Evolution, all menu items relative to email disappeared.
This happened twice but I can't be 100% certain that I didn't do something
else that might have been part of the problem. (I reinstalled 2006, twice).
So I am somewhat gun shy to try coping the file again and don't know if I
remotely did the right thing or not.
Any ideas or comments to point me in the right direction.

First of all, /usr/bin is the wrong place to copy the files. Shared
libraries should always be in ether the /lib, /usr/lib, or
/usr/local/lib directory tree. I would have expected to find it in
/usr/lib - that is where is is in 2005LE. I am sure this is where the
programs expected to find it.
The library file itself can be else ware, but I would expect a symlink
in /usr/lib called libpisock.so.8 pointing to the real file. (These
symlinks are normally managed by ldconfig.)
One thing you could try id to run ldconfig as root, and let it update
its information. I don't know if it will help, but it will not hurt. It
will take a while to run.
