Someone else did suggest that it was a security level issue, and that sounds right to me. Open Mandriva Control Center, Security section and see what security level is set. Try dropping it down one level. Somewhere in MCC is, I believe, a screen where you can set whether users are to be allowed to shut down - although it may have been removed in 2006.
