You have to su to root, to update the database.

Slocate is installable without problems.  As for file finders, if you 
open Konqueror > Tools > Find File you will be using kfind.

Urpmi has to be learned if you are going to use the command line.  A 
good starting point is 
http://mandriva.vmlinuz.ca/index.php/SysAdmin/Urpmi

Otherwise, why not use the gui Install Software?

There's plenty of help available, but it doesn't fall into your lap.
