Not really. Those are the settings on my 2006 laptop, which also originally didn't offer me the shutdown options. I hate to say it, but have you tried re-booting? I can't remember for certain, but I think I gave up hope, shut down and went to bed, then found it working properly the next day.

man msec can be your friend...

try as root an 'msec 2'... without the quotes...
