Hi David. Do you have PLF setup as a source? (I know you said you did) Some of 
the packages that are going to need for that are not full open-source so they 
are only found there.

Once you have PLF setup as a source (go to http://easyurpmi.zarb.org/ to set 
everything up if not), then as root, urpmi the following:

lame-3.96.1-1plf (or higher if available)

plus the devel package

That should provide what you need.
