In my experience, most of the North American mirrors are broken, some 
permanently (some have had a message displayed for over a year, if you logon 
using anonymous ftp, saying that Mandriva is no longer supported, but they're 
still listed in the mirror list). I've had the most success with the proxad 
servers in France (of course, if everyone pointed there, that might change 
8^).

There was a period during the Mandrake-to-Mandriva name changeover when they 
were broken even more than usual, but I think that's all sorted out now.
