This sounds like a classic case of "unremoved lock" syndrome. You need to find
where gkrellm keeps its lock file and remove it.
Hang on! I just had a look. It is in ~/.gkrellm2. ($HOME/.gkrellm2) Just
delete the lock file entry that was left behind when the power failure
happened.
