letting me install it, bad file on CD. Will dd to the hard drive and
then burn an iso with mkisofs work ?
about to test the dd command on it now, but was wondering if there
were any other idea's?

If theres a bad file on the cd, usually its caused by a finger print, scratch or a dirty lense/bad cd drive. In which case, DD may not work to your liking. But if neither of those exist on the CD, DD may work, however, i recommend copying the cd directly to an ISO file as the CD may be copy protected.
What i would recommend, if you have multiple CD drives installed (CD burner, cd reader, etc), i would just copy the cd into an ISO file, then burn the contents of the ISO image to the CD. Or if you dont want to burn it immediately, just copy it to an ISO file.
You can use what ever ISO image compiler you wish just as long as you can copy the files from the CD to the ISO image and vice versa
