More research!!
Digiboat have a testimonial from one of their users claiming that SOB
worked fine in Wine. I have no way of contacting them (Clive, W
Australia!) but will mail Digiboat to ask.

I don't know SeaTTY but I do know C-Map and you aren't going to get it
running.
Most WIN gps-software needs to access gps-devices directly and can't do so on
virtual or emulated devices.

Gpsdrive with self imported navigation charts works but isn't as good as the
vector charts (though I did ground myself using
C-map.....http://people.zeelandnet.nl/triade/grounding.html for the gory
details).
Linux gets the nmea sentences using "gpsd", which can be read using "telnet
127.0.0.1 2947" but I still haven't found a way to get any of the win
programs to understand/read the output from that.
They all run in one way or another but never a gps-device found.
