With the exception of some of the mobility cards, ati 9800
and lower have 3d hdw accel in 2007.0 with Xorg-7.1
and the r300 drm module.

It is easily set-up using XFdrake.
It needs to be done while X is running or you
Will Not be given the option to enable hdw accel.

Once you have run it and enabled accel logout of X and then back in.

I have a 9600 and set it up as above and the default 
size gears run at +2700

Relevant portion from my /etc/xorg.conf

If you are determined to use the non-GPL ati driver you
need to have the kernel source installed as well as 
ftp://ftp.free.fr/pub/Distributions_Linux/plf/mandriva/non-free/cooker/i586/ati-8.28.8-3plf2007.0.i586.rpm
ftp://ftp.free.fr/pub/Distributions_Linux/plf/mandriva/non-free/cooker/i586/dkms-ati-8.28.8-3plf2007.0.i586.rpm

You need the plf cooker rpms as no 2007.0 dir has been set yet.

Install the rpms and if there are no problem the fglrx module will be
built and loaded.
Change xorg.conf to
   Driver "fglrx"
and restart X
