Yes, you can. In a nutshell:

You tell 2007 to install the bootloader in it's root partition, NOT the mbr. 
Then you boot 2006 -> mount the 2007 partition somewhere to copy a few files 
from it's "/boot" directory to the 2006 "/boot".
Then edit "./etc/lilo.conf" and run "lilo" ............ and you're done to 
reboot into 2007.

If you're using "grub" it's easier BTW.

If you plan to do this and need more explicit info, ask for it.
