Just a wild stab, but try reducing the linespeed to the modem progressively. On my desktop system running a stock kernel I cannot connect to the external modem at anything higher than 38400 but on my laptop running 32-bit 2007.0 it works fine. One suggestion given to me was to install kernel-linus from contrib and while the modem worked correctly a few other things got broken.
