What is correct method for "reducing it a notch or two"?

Subject: Re: [Newbie]Wavy Screen using 'Option "Display" "CRT"' on ATI
128 Rage Mobility
I've experienced the "wavy" image syndrome in X and Windows. From what I
noticed is that it comes from a refresh rate that is slightly higher
than
the monitor likes. Try reducing it a notch or two. If you have the
monitor's spec sheet or manual, look-up the refresh rates for the
required
resolution.
